Michelle Galvan, MBA
Executive Director, Optum Public Sector San Diego

As the Executive Director for Optum Public Sector San Diego, Michelle Galvan is responsible for the oversight of behavioral health and wellness clinical services that improve the overall health and well-being of individuals in the San Diego market, as well as beneficiaries in Medical, Medicare, and other local, state, and federal programs. In addition, Ms. Galvan is responsible for defining and leading the public sector business strategy by working closely with Optum's community partners on how to best leverage the full breadth of their capabilities in support of health plans serving Medical, Medicare, state-funded, and federal beneficiaries.

For eight years prior to assuming her role as Executive Director, Ms. Galvan was an integral member of the operational leadership team for Optum Public Sector San Diego.

She served as the Director of Finance and, most recently, the Director of Business Operations. She developed and implemented strategic business plans, assisted with contract negotiations and proposal requests, and worked directly with County of San Diego staff on operational and service expansions. Furthermore, Ms. Galvan has a solid track record of building key partnerships with the County's fiscal, reporting, and information strategic planning teams.

Ms. Galvan has extensive experience in finance. Prior to assuming her role with Optum Public Sector, she was the Director of Financial Decision Support and Reimbursement at Paradise Valley Hospital where she performed financial and operational analysis to assist senior management in making effective decisions.

Ms. Galvan earned both her Bachelor of Arts degree in Business Administration and her Master of Business Administration from the University of San Diego.


Michael J. Bailey, M.D.
Medical Director, Optum Public Sector San Diego

As the Medical Director for Optum Public Sector San Diego, Michael Bailey, M.D., is responsible for ensuring the application of medical necessity and clinical criteria for all services provided. He also chairs the peer review committee and monitors inpatient and outpatient quality of care issues.

Dr. Bailey's previous experience in managed care was on the commercial side administering the mental health and substance abuse benefits for Blue Shield California through Optum Behavioral Health. Prior to that, Dr. Bailey was in the U.S. Navy for 26 years in a variety of clinical, educational, administrative and leadership roles.

Dr. Bailey is an Assistant Professor of Psychiatry at F. Edward Hebert School of Medicine, Uniformed Services University of the Health Sciences. He has a long standing interest in psychopharmacology and the impact of traumatic experiences on psychological functioning.

Dr. Bailey received his Bachelor of Science degree in Medical Technology from the University of Arizona. He continued at the U of A for his Doctor of Medicine. Following a rotating internship at the Naval Medical Center, San Diego, he completed a residency in adult psychiatry at the same program. Dr. Bailey is board certified in general adult psychiatry.


Kristie Preston, MFT
Director of Clinical Operations, Optum Public Sector San Diego

As the Clinical Director for Optum Public Sector San Diego, Kristie Preston, MFT., is responsible for the oversight of 5 clinical teams to include our Access and Crisis Line, TERM, AB109, Utilization Management and Clinical Support Services

Ms. Preston has 20 years experience in various different capacities within the mental health field. Kristie's work started as a mental health technician on an Inpatient Psychiatric Unit which lead to her role as a discharge planner. During her Internship for her MFT licensure she worked with children, adolescents and families providing individual, family and group therapy in both outpatient and residential settings.

Ms. Preston's tenure at Optum has include her role as Care Advocate, Supervisor and Manager of Utilization Management.She assisted as the clinical lead for Optum in the implementation of the Anasazi Electronic Health Record System in 2008. Ms. Preston was the Program Manager responsible for implementation of the innovative Low Income Health Program Operations at Optum in 2011 that worked in collaboration with United Healthcare and the County of San Diego to provide utilization management and case management to individuals that formerly did not have health coverage. This program also prepared individuals for the transition to Healthcare Reform in 2014.

Ms. Preston earned her Bachelor of Arts in Psychology with a minor in Sociology from Indiana University and her Masters of Science in Counseling with Specialization in Marriage and Family Therapy from San Diego State University.
